Panos Institute of West Africa (PIWA) is looking for a Deputy Director of Programs. Please see the job description and application details below:
MISSIONS:
- Contribute to the Institution’s positioning as a reference in its sector, recognised for its influence, the effectiveness of its strategy and the added value of its results.
- Co-lead - alongside the Director of Programs - the conception, execution and evaluation of the Institution’s strategy of programs, implemented through thematic programs, projects and techniques managed by the Coordinators and Heads of Programs
RESPONSIBILITIES:
- Strategic
- Contribute to the conception and periodical evaluation of the Institution’s multiannual strategy
- Co-lead the development and drafting of annual work plans, in the context of its strategy and ensure consistency between the different programs and portfolios and programming;
- Document the strategic choices of the Directorate General presented and approved by the General Assembly
- Operational Monitoring:
- Ensure that the programming for each of the various operating units is respected, that the results are obtained on time and the required quality standards met.
- Direct and oversee the implementation of the work plans by project managers in respect of policy coherence and better efficiency ;
- Apply and help refine/ revised ash boards and tools for operational monitoring of Project Managers’ (PM) activities.
- Reporting:
- Supervise, validate, monitor and finalize part of there porting (annual activity reports, periodic reports to donors, punctual activity reports) expected from the PM in charge of these given activities
- Contribute to:
- Program Development : guide, coordinate, supervise and formalize writing of Proposals (project proposals) by PMs, for obtaining financing from donors ;
- Supervision and relationship-building with Programs’ staff
- Contribute to capacity building of staff in program management through on ground support;
- Contribute to the conception of project documents including: presentation of results -outputs and outcomes-, indicators, etc.
- Help assess the capacity of programs’ staff, provide incentives and training plans.
- Institutional Representation :
- Assist- alongside the General Directorate and the Directorate of Programs -the high level institutional and political representation of the organization at international events.
PROFILE:
Technical competencies:
- Expertise (8 years) in project management;
- Academic Training (Master degree level) allowing for strong reflective and analytical skills and the capacity to write social and political sciences articles;
- Knowledge of social sciences and information sciences research methodologies.
- Experience in supervision, coordination and team building (internal staff and consultants)
- Knowledge of the latest methodologies for the organization and running of seminars, workshops, and research management.
- Excellent knowledge of the challenges of developmental issues, social justice and democratization of communication in West Africa.
- Excellent written and verbal communications skills in English and French
- Knowledge of a second language (English or French) for professional and administrative interactions
Additional skills and abilities:
- Personal and practical knowledge of community networks in the region (specifically women, fight against corruption, conflict management and media) ;
- Excellent writing skills and rigor;
- Work experience in a multicultural environment;
- Fluency in a second working language (English or French) ;

The post will be based in PIWA’s headquarters in Dakar. There will be travel to the West African countries where projects are based.
